City Council Regular Meeting - 08/22/05
Minutes - Page 9

Mayor Klausing opined that an above-ground storage tank
was more favorable than an underground tank.

Bruce Dischinger, 2141 N Avon Street, Applicant
Mr. Dischinger advised Councilmembers that due to
timing, they had chosen an above-ground installation,
rather than a more detailed underground installation. Mr.
Dischinger also noted his awareness of the future plans for
the area, and didn't view the location as permanent. Mr.
Dischinger advised that the tanks would be small, would be
for diesel fuel storage, not gasoline; and were very safe in
terms of environmental concerns; and provided less
liability with potential problems clearly visible. Mr.
Dischinger advised that his compelling reason for this
request was due to the northern suburb charter service and
bussing his company provided, and his efforts to increase
efficiencies and decrease costs in his operation through
achieving competitive bidding for fuel supplies. Mr.
Dischinger noted that Metro Mobility had similar storage
tanks in the lot adjoining theirs; and reiterated his intent
that he could relocate the tanks when redevelopment
proceeded in the area.

City Attorney Anderson, upon further review of City Code,
advised that this type of permit was subject to annual
review by the City Council; with provisions for the City to
terminate the permit for cause; and that the permit was
subject to automatic renewal, under code, for five years,
with annual one-year extensions thereafter.

Councilmember Maschka thanked Mr. Anderson for his
clarification of Code; opining his support of the application
given City Attorney Anderson's interpretation and
additional information.

Councilmember Schroeder opined that an above-ground
storage tank was a better situation for the City than
underground storage tanks.

Maschka moved, Schroeder seconded, approval of the
request by Monarch Bus Service to install a 4,000 gallon
