Jime 21, 1974
T0: City Mana r
FROM: Daug Lawe
SUBJEGT: Agreement with Teamsters Local 320
atrolman Bargaining Unit for 1974
Attached is a copy of the negotiared agreement with Local 320
covering our palice patrolmen for 1974.
Areawide negoiations between the Managers Committee and the
Union resulted in a 7.10 increase for top atrolmen from
$1017 to $]089, established an additional 5 per rrEOnth far
fringe benefiis which in Roseville., wi11 be applied to ependent
medicai coverage for a total of $17.OQ per month contribution
by the city, and included some significant language changes and
additions.
These language changes in the Ma.ster Contract are highlighted below:
A. Article III. Deinitions:
Articles 3.9; 3.16, are new and involve definitions of scheduled
shifts, rest break, lunch break, strike, city manager, early
repoxt, base pay rate and injury on duty.
B. Article N. Employers Security and Article V. Employer Authority.
Bot.of these articles were revised and expanded to place more
restrictions on the Union and provide greater protection to the
Ciy in the event of strike actions. The language naw confoxms
more closely to the Public Emplayee Labor Relations Act as
amended by the 1973 Legislature.
C. Article XII. Work Schedule. This is an entirely new article which
requires each officer to accoimt for 2080 homs during the work
year as opposed to the 2038 which Roseville officers were required
to work previously. This was a major demand of the Managers
Coi►Qniiee in orcter that all employees would be held responsible
for fhe same nwnber of work houxs during a worki.ng year.
