City Council Regular Meeting - 09/12/05 Minutes - Page 14 City Manager Beets noted that staff had considered the market value of the land, and determined that it had a negative value; there would be no public use for that portion of the road; retaining the roadway increased the City's liability; estimated cost of $40,000 for road construction; lack of use of the road; lack of square footage of the property for any other type of development considerations; cost for additional Title Searches for the property; and additional tax monies generated after the properties are legally redefined and market value reassessed by Ramsey County. Mayor Klausing spoke in support of the conveyance. Mr. Schwartz advised that staff had done an in-house analysis of the market value, and determined it was a "wash." Mayor Klausing recognized business owner representatives in the audience; there were no comments on this item. Schroeder moved, Kough seconded, adoption of Resolution No. 10329 entitled, "Resolution Authorizing to Convey Ownership of Existing City Right-of-Way to Property Owners at the NE Corner of Snelling Avenue and County Road B. Councilmember Ihlan spoke in support of the motion, with the understanding that no written agreement was provided to the Council; but it was her understanding that appropriate consideration of business owner improvements were made part of the conveyance value of the land. Roll Call Ayes: Schroeder; Ihlan; Kough and Klausing. Nays: None. 11. Consider a Process to fill a Vacancy on the Roseville Housing and Redevelopment Authority (HRA) Mayor Klausing noted a vacancy on the HRA Board due to the normal expiration of Ann Hermes' term and her decision not to seek reappointment.
