<br />City Council Study Session - 09/19/05 <br />Minutes - Page 10 <br /> <br />parking for long periods of time or relocation of vehicles during <br />police enforcement; and problems created for residents seeking <br />guest parking. <br /> <br />Public Works Director Duane Schwartz provided staffs <br />perspective, noting that with posting "No Overnight Parking," <br />signs, the problem tended to just shift to another neighborhood <br />and discouraged that attempted solution. Mr. Schwartz noted <br />that the apartment complexes along East Snelling Drive didn't <br />have enough off-street parking to accommodate students housed <br />there; and reviewed previous conversations with Northwestern <br />College staff related to parking concerns. Mr. Schwartz noted <br />that the college discouraged freshmen from bringing cars to <br />campus their first year; and that they issued parking permits on <br />campus on a priority basis. Mr. Schwartz noted that, while long- <br />term plans for the college included 1 or 2 parking ramps, they <br />were not on the immediate horizon. <br /> <br />Further discussion included solutions and unintended <br />consequences; and potential solutions to have a neighborhood- <br />wide parking ban, and the implications for residents with their <br />guests' off-street parking needs. <br /> <br />Councilmember Maschka noted that, parking notwithstanding, <br />the biggest problem was one of safety, and cited observations <br />and problems with running buses down East Snelling Drive and <br />impositions to other traffic, in addition to the neighborhood. <br />Councilmember Maschka had observed that parking lots around <br />buildings on campus and at KTIS Radio were not full, and the <br />College should be directed to assign parking spots to students <br />with cars to get them off the streets. <br /> <br />Mr. Schwartz noted that staff had discussed overflow parking <br />issues with college representatives several years ago. <br /> <br />Mayor Klausing questioned whether getting residents, college <br />representatives and staff together to determine solutions would <br />be constructive or futile. <br /> <br />City Manager Beets noted that for a long time, there had been <br />"No Parking" on Snelling Service Drive.
