<br />City Council Study Session - 09/19/05 <br />Minutes - Page 9 <br /> <br />Councilmember Ihlan opined she would be in favor oflooking at <br />the process; and questioned other types of prosecutions where <br />the City Council made the ultimate decision. <br /> <br />City Attorney Squires noted that, under normal circumstances, <br />the City Council hired a prosecutor to prosecute; and that it was <br />extraordinary for a City Council to hold prosecutorial authority; <br />and further noted that, under either process, staff still didn't <br />make the determination to go to court, that they referred a case to <br />the City Prosecutor for their determination and advice as to <br />whether to proceed or not. <br /> <br />After further discussion, staff was directed to bring the matter <br />before the Council for further consideration to eliminate that <br />provision, making the City Attorney, not the City Council, the <br />determining party. <br /> <br />5. <br /> <br />Discuss Parking Policies regarding East Snelling Service <br />Drive North of Lydia <br />Mayor Klausing welcomed Mr. and Mrs. Zahradka, and sought <br />information regarding residential concerns in the area. <br /> <br />Maynard and Rosemary Zahradka, 3006 Snelling Drive <br />Mr. Zahradka noted that they had resided in their home for 47 <br />years, and since parking had been allowed on the west side of <br />East Snelling Drive (north of Lydia), it had created undue <br />hardships for residents. Mr. Zahradka noted the problem was <br />ongoing and was created by students from Northwestern College, <br />some who actually lived in dorms on campus, but parked along <br />East Snelling Drive, due to a shortage of parking on campus. <br /> <br />A letter from Eva and Steve Zorn, dated September 13, 2005, <br />was also included, requesting a change in parking status along <br />East Snelling Drive. <br /> <br />Discussion included extension of the problem area along East <br />Snelling Drive from C-2 to Lydia; volume of parking on streets; <br />separate issue of noise; possible solutions via "No Overnight <br />Parking" or "No Parking" signage and enforcement in the area; <br />permit parking; snowplowing problems; narrowness of street; <br /> <br />Parking Policies <br />East Snelling <br />Service Drive <br />North of Lydia <br />
