<br />City Council Study Session - 09/19/05 <br />Minutes - Page 3 <br /> <br />Ramsey County issues and areas of interest, and their impact to <br />the City of Roseville. <br /> <br />Commissioner Parker addressed the County's continuing "Triple <br />A" Bond Rating; recent awards and achievements; provided a <br />status report on area County libraries; spent considerable time <br />related to the 2006 Budget, transportation and road construction <br />projects, and the proposed combined Dispatch Center. <br /> <br />Councilmember Kough requested information regarding the <br />County's policy on reserves. <br /> <br />Commissioner Parker noted that the County attempted to retain <br />5-10% of annual expenditures in reserves; was currently at 7.5%; <br />and that a written County policy was available upon request. <br /> <br />Commissioner Parker, in discussing the timing and negotiations <br />for a combined Dispatch Center, was optimistic that a successful <br />agreement could be reached among the County, City of St. Paul, <br />and northern suburbs. Disadvantages and advantages, and <br />various components were discussed between Councilmembers <br />and Commissioner Parker. <br /> <br />As Chair last year of the Legislative Committee, Commissioner <br />Parker provided a brief update on Light Rail Transit plans; road <br />constructions projects; and the inadequacy of federal funding for <br />much-needed roadwork in the area. <br /> <br />Councilmember Schroeder personally thanked Commissioner <br />Parker for her assistance in the completion of mill and overlay <br />work on a portion of County Road C. <br /> <br />Commissioner Parker invited the public, City Council, Planning <br />Commission, Parks and Recreation Commission, and any <br />interested parties to attend an upcoming workshop on initiating <br />community involvement in making infrastructure to help people <br />incorporate physical activity into their daily lives, The workshop <br />is scheduled for Thursday, September 29, 2005 from 4:30 - 8:00 <br />p.rn. at the New Brighton Family Service Center, and co- <br />sponsored by the Ramsey County League of Local Government <br />(RCLLG); with sign up through the RCLLG at 651-222- <br />
