City Council Study Session - 09/19/05 Minutes - Page 3 Ramsey County issues and areas of interest, and their impact to the City of Roseville. Commissioner Parker addressed the County's continuing "Triple A" Bond Rating; recent awards and achievements; provided a status report on area County libraries; spent considerable time related to the 2006 Budget, transportation and road construction projects, and the proposed combined Dispatch Center. Councilmember Kough requested information regarding the County's policy on reserves. Commissioner Parker noted that the County attempted to retain 5-10% of annual expenditures in reserves; was currently at 7.5%; and that a written County policy was available upon request. Commissioner Parker, in discussing the timing and negotiations for a combined Dispatch Center, was optimistic that a successful agreement could be reached among the County, City of St. Paul, and northern suburbs. Disadvantages and advantages, and various components were discussed between Councilmembers and Commissioner Parker. As Chair last year of the Legislative Committee, Commissioner Parker provided a brief update on Light Rail Transit plans; road constructions projects; and the inadequacy of federal funding for much-needed roadwork in the area. Councilmember Schroeder personally thanked Commissioner Parker for her assistance in the completion of mill and overlay work on a portion of County Road C. Commissioner Parker invited the public, City Council, Planning Commission, Parks and Recreation Commission, and any interested parties to attend an upcoming workshop on initiating community involvement in making infrastructure to help people incorporate physical activity into their daily lives, The workshop is scheduled for Thursday, September 29, 2005 from 4:30 - 8:00 p.rn. at the New Brighton Family Service Center, and co- sponsored by the Ramsey County League of Local Government (RCLLG); with sign up through the RCLLG at 651-222-
