<br />City Council Study Session - 09/19/05 <br />Minutes - Page 2 <br /> <br />commercial property in Roseville, he had never requested <br />any public assistance for a project. Mr. Commers took <br />issue with recent comments and misrepresentations <br />regarding his participation in the Twin Lakes <br />Redevelopment project area. Mr. Commers noted the <br />number of hours daily spent in Roseville, and the <br />significant tax dollars his firm generated within the City; <br />advised that he considered Roseville his corporate home <br />and would continue to maintain his development properties <br />as an asset to the community, as well as a substantial tax <br />base. <br /> <br />B. Eminent Domain Update <br />Councilmember Schroeder requested that the City Attorney <br />be directed to provide an update and summary on current <br />law; noting that the City didn't currently have any <br />ordinances or written policy on use of Eminent Domain. <br />Councilmember Schroeder opined that an <br />education/summary of Eminent Domain legislation in the <br />state would be helpful, and requested a one-page summary <br />to inform the City Council of the status of applicable law. <br />Councilmember Schroeder noted that he had previously <br />made this request following the recent presentation by <br />Professor Schultz on the subject of Eminent Domain. <br />Councilmember Schroeder noted that he was looking for <br />history, advantages and disadvantages and law or <br />application, procedure, and case law as dictated by state <br />law. <br /> <br />After discussion, reiterating that the law didn't change with <br />the recent Supreme Court ruling, only reaffirmed City <br />authority in using Eminent Domain, it was Council <br />consensus to have the City Attorney prepare a brief written <br />report; and Councilmember Kough requested any <br />distinctions for use between residential, industrial or <br />commercial properties. <br /> <br />2. <br /> <br />Hear from Ramsey County Commissioner Jan (Weissner) <br />Parker, Ramsey County Commissioner, District 2 <br />Mayor Klausing welcomed Commissioner Parker; who provided <br />a bench handout of materials and gave an update on current <br /> <br />Ramsey County <br />Commissioner <br />Jan Parker <br />
