City Council Regular Meeting - 09/26/05
Minutes - Page 17

proposal.

Discussion included estimated costs for unemployment
insurance; approval time frame for each City; logistics of another
employee in the department; workload priorities; supply and
material costs and responsibilities; additional revenue potentials
for the City of Roseville; probationary period for all City
employees; exit strategies; notice requirements in each
agreement; status of employee; liability issues addressed by City
Attorney Anderson; and support for another innovative approach
to cooperative government resources.

~aschka moved, Schroeder seconded, approval of the Joint
Powers Agreements between the City of Roseville and the Cities
of Falcon Heights and Arden Hills respectively; and authorized
hiring of one full-time equivalent (FTE) to fulfill the agreements.
Roll Call
Ayes: ~aschka; Schroeder; Ihlan; Kough and Klausing.
Nays: None.

8.

Consider the Request of Rick Bochee Homes for a Variance
and Subdivision at 2808 Lakeview (PF 3669)
~ayor Klausing advised those members of the public wishing to
speak of the process to be followed: staff report; Council
questions of staff; opportunity for the applicant to address the
Council; and public comment. ~ayor Klausing noted that the
formal Public Hearing had taken place at the Planning
Commission level; and asked that the public summarize those
comments made at the Public Hearing, or provide new
information to the City Council related to this request.

Community Development Director Dennis Welsch reviewed the
application of Rick Bochee to create a "flag" shaped lot similar
to other lots along Lakeview Avenue. ~r. Welsch noted that, in
2000, instead of creating an ordinance for staff and Planning
Commission review, the City Council at that time had decided to
take each project individually and go through a variance process
project by project.

~r. Welsch noted that ~r. Bochee proposed a narrow (15')
driveway access point from Lakeview and a driveway setback of

Rick Bochee Homes
Variance and
Subdivision at
2808 Lakeview
(PF 3669)
