The Cz�y Co�e o� the City of Rosevil�e is hereby amended by adding Section 75.040 to read as follows_ 75.040_ Property Assessment_ Before any hook�up permit sha�l be zssued, the following condi�ions shall b� complied with: •. (1) No perznit shal� be issued to cannect with any s�orm sewer system of the City dzrect�y or indirec��y from any iot or tract o� �and unZess the Finance Officer sha�� hav� �ertified_ (a} That such lot or tract a� �and has been assessed �or the cost of constructian or the storm sewer main or line �ith which th� connection is made, or (b) If no assessment has been �evied for s�ch construction cost, the praceedings for levying such assessment have been or wi�l be completed in due cours�, or (c) If no assessme.nt has been levied, and no assessment proceedings wi11 be �completed in due course, that a sum equal to th� portzon o£ cost o� constructing said storm sewer ma�n which would be assessable against said 1ot or tract has been paid to the C�ty, or {2) If no such certificate can be zss�ed by the Finance Of�icer, no perznit to connect to any sta�m sewer main sha11 be issued u�less the applicant sha11 pay an additiona� connection fee wh�ch shall be equal ta the�rtion of the cost of construction of the said sto�m sewer main ��hich wauld be - assessable against sa�d �ot or tract to be served by such connection. Said assessab�e cost is to be detexmined by the Pub�ic Works Dzrector upon the same basis as any ass�ssment pxeviously levied against other praperty for tne said main, �ncluding interest at a rate equaZ to the '� znterest rate of the original assessment trom the date of the original assessment and cantinuing far a period o� 20 yeaxs or the amoun� of years the assessment was payab�e, whichever is less_ Znterest may be waived or
