<br />City Council Study Session - 10/17/05 <br />Minutes - Page 6 <br /> <br />metropolitan law firms; response demographics; evaluation <br />criteria; and the point system used by staff in their evaluation. <br />Mr. Beets noted that, upon clear direction from the City Council, <br />staff would negotiate a contract with their preferred firms and <br />return for Council review and consideration of each respective <br />contract. <br /> <br />Police Chief Carol Sletner lead the discussion on <br />recommendation for City Prosecutor services; a background on <br />the process; identified the five employees on the review <br />committee; and reviewed proposals of those firms identified as <br />"L," "N" and "T;" with staff recommending acceptance and <br />negotiation of the proposal for firm "N." <br /> <br />Discussion included rationale for staff's recommendation to <br />continue the relationship with the same firm having served the <br />community for the last six years (i.e., history, Imowledge of <br />citizens and perpetrators; prosecutorial experience; relationship <br />dynamics; and other amenities of the firm). <br /> <br />Further discussion included the criteria used in staff's <br />recommendation; potentially restricting competition through <br />recommendation of the same firm to continue services to the <br />City; experience of the firm with the Ramsey County court <br />system; policy objectives and enforceability; market availability <br />of firms; list of services provided within the scope of the <br />retainer; DWI and vehicle forfeiture experience of firms; and <br />familiarity with legal and law updates. <br /> <br />Chief Sletner concluded her presentation by seeking to assure the <br />City Council that staff had the best interests of the City and <br />Roseville Police Officers in mind when the committee made <br />their recommendation to the City Council. <br /> <br />Councilmember Ihlan expressed concern with the process and <br />criteria used for staff's recommendation; and perceived lack of <br />competition. <br /> <br />Councilmember Schroeder expressed his apprehension in staff's <br />recommendation without considering cost of services. <br />
