City Council Regular Meeting -10/24/05 Minutes - Page 12 Councilmember Kough expressed concern that the recently-discussed parking restrictions on E Snelling Service Drive were not enforceable without City Council action. Councilmember Kough invited public comment from residents in the area of the parking concerns. Ms. Burlingame, 2977 Asbury Ms. Burlingame noted that the faculty and students from the Northwestern College were wonderful to work with and sympathetic to the parking situation. However, Ms. Burlingame noted that the overflow parking continued, with the number of students and vehicles per unit too dense in number to be facilitated. Ms. Burlingame noted that the students were also at a loss to find a solution, with inadequate and costly parking inside the building or outside parking not being sufficient. Ms. Burlingame noted the difficulties of guests at their home finding parking within walking distance of their home; noted the increased frustrations when the apartments were designated dormitory housing and the inadequacy of the parking lot to facilitate that housing concept. Mayor Klausing noted the previously-expressed concerns related to unintended consequences to the neighborhood, creating the short-term solution attempted by the City, while attempting to resolve the long-term situation. City Manager Beets provided staffs interpretation of previous Council directive for installation of "No Parking" signs for one year, while staff scheduled meetings with Northwestern College representatives and the neighborhood to find resolution and discuss parking and other neighborhood issues and concerns. Discussion included safety concerns; negative impacts to property owners; Public Works Director's installation of signage and Police Department enforcement. Ms. Burlingame was asked to coordinate with Public Works Director Duane Schwartz regarding her concerns
