<br />City Council Regular Meeting -10/24/05 <br />Minutes - Page 15 <br /> <br />noting the small membership fee; and opined that the City's <br />membership was appropriate and supported the need to reinforce <br />the work of the RV A and the business community, particularly <br />as tied to Tier I and Tier 2 communities. <br /> <br />Council member Ihlan opined that while she was in agreement <br />with the benefits of joining the Chamber, it was late in the City's <br />budget cycle; and further opined that she would more <br />comfortable considering membership in the 2007 Budget cycle. <br /> <br />Roll Call <br />Ayes: Kough and Schroeder. <br />Nays: Ihlan; Maschka and Klausing. <br />Motion failed. <br /> <br />Mayor Klausing encouraged the Chamber to approach the City <br />Council for potential membership during the next budget cycle. <br /> <br />7. <br /> <br />Consider Accepting the COPS Office Universal Hiring <br />Program Funds of $75,000 <br />Police Chief Carol Sletner reviewed the proposed and regulated <br />uses of the grant funds; four year commitment in hiring the <br />officer; escalation of domestic violence and cyclical nature of <br />domestic demographics; and shared city and area demographics <br />related to domestic violence. <br /> <br />Police Department Administrative Analyst Karen Rubey <br />reviewed funding and financial impacts over the four years, <br />based on approximate projections and a three percent yearly cost <br />ofliving adjustment (COLA) salary increase. <br /> <br />Discussion included projected costs; retention of officers hired <br />from previous grant funds; anticipated retirements or department <br />vacancies; retirement age of several current officers; priorities <br />for additional street patrols balanced with administrative staffing <br />to support those officers; and whether Option D proposed by <br />City Manager Beets' latest budget proposals for a five percent <br />levy increase included the City's portion of funding for this <br />officer in 2006. <br /> <br />Ihlan moved, Klausing seconded, approval of the Roseville <br /> <br />COPS Office <br />Universal Hiring <br />Program Funds of <br />$75,000 <br />
