<br />City Council Regular Meeting -10/24/05 <br />Minutes - Page 20 <br /> <br />bring young families into the community and into the school <br />system, ultimately improving the area itself. <br /> <br />Ron Anderson, Applicant <br />Mr. Anderson noted that he had met with current homeowners <br />and laid out proposed plans for the addition of seven homes, for <br />a total of ten with the existing three homes. Mr. Anderson <br />reviewed existing and projected traffic volumes; and his desire to <br />improve the neighborhood and community by building nice, <br />single-family homes. <br /> <br />Additional Council and staff discussion included the process for <br />addressing drainage issues in accordance with engineering <br />specifications, City and Capitol Region Watershed standards; <br />100-year rainfall event standards; requirements of the <br />Comprehensive Plan guidelines for density in single-family <br />zoning districts; and compliance with fire safety codes. <br /> <br />Councilmember Ihlan observed that the City's Preliminary Plat <br />and Subdivision Chapter of the Ordinance dates back to 1956; <br />and the characteristics of the community at that time compared to <br />current land development; opining that big, deep lots were now <br />at a premium and preservation of those amenities should be <br />considered as part of the general welfare of the community. <br /> <br />Additional discussion include the 60to 120 day review process; <br />and conditions for approval. <br /> <br />Klausing moved, Schroeder seconded, approval of the <br />Preliminary Plat, Birch Park, allowing the creation of ten single- <br />family residential lots over 3.73 acres, including a public road <br />and utilities (sanitary sewer and water) from the three lots <br />addressed as 952, 960, and 978 Parker Avenue, based on the <br />comments of Section 4 and conditions of Section 7 of the project <br />report dated October 24, 2005. <br /> <br />Mayor Klausing spoke in support of the motion, while <br />recognizing neighborhood concerns; and opining that the City <br />Council may wish to look at the ordinance for updating <br />provisions and regulations to maintain lot sizes. Mayor Klausing <br />further opined that the City Council had no basis for denial based <br />
