<br />City Council Regular Meetiug -10/24/05 <br />Minutes - Page 21 <br /> <br />on current Ordinance; and cited the benefits to the community in <br />the new home construction and regeneration of and reinvestment <br />in the City's housing stock to maintain viability. <br /> <br />Councilmember Kough spoke in opposition to the motion; citing <br />the density of the proposed project and opining the need to <br />maintain open space and protect existing properties. <br /> <br />Councilmember Ihlan reiterated her proposal to deny based on <br />those policy grounds previously stated; and suggested an <br />alternative by tabling action to consider a moratorium on <br />subdivisions until the ordinance fits the current state of Roseville <br />development related Minor and Major Subdivision sections. <br /> <br />Councilmember Schroeder expressed concern about certain <br />aspects of the project, specifically drainage impacts; but opined <br />that the project did meet current ordinance requirements; and <br />spoke in support of the motion. <br /> <br />Councilmember Schroeder expressed his willingness to look at <br />the ordinance in the future. <br /> <br />Councilmember Maschka opined that the proposal was <br />inconsistent with the neighborhood development pattern, and <br />while it may be legal, it remained inconsistent. Councilmember <br />Maschka noted the need for the City Council to address various <br />housing issues within the community (i.e., flag lots, subdivision <br />of large lots, aging housing stock); but questioned what basis <br />could be used for not approving this request; opining his <br />opposition to the motion. <br /> <br />Councilmember Maschka requested a recess to consult with the <br />City's legal counsel. <br /> <br />Recess Recess <br />Mayor Klausing recessed the meeting at approximately 8: 15 p.rn. <br />and reconvened at 8:25 p.m. <br /> <br />Councilmember Ihlan spoke in opposition to the motion; noting <br />her intent to propose tabling the request; and proposing a <br />moratorium to study this and other issues. <br />
