Kough moved to table the request to consider more options. Mayor Klausing declared the motion failed for lack of a second. Ihlan moved, Schroeder seconded, DENIAL of a Minor Subdivision of property at 2808 Lakeview A venue, based on the findings in Section 5 and conditions of Section 6 of the project report dated September 26,2005. Consider Approving the Design and Funding for the City's Health, Dental, Long-Term Disability, and Life Insurance Programs; and Consider Approving the Criteria and Funding for a Revised City Pay Plan Human Resources Manager Dona Bacon summarized the request as presented at the City Council Study Session on October 17, 2005. Discussion included the 3.1 % Medica coverage cost increase; proposal to not fully fund an increase in the 100% coverage option for employee health insurance; wellness-oriented options chosen by employees and encouraged by the City; loss ratio of the 100% plan option; and union interpretation of benefit provision proposals. Councilmember lhlan expressed her concern that the City appeared to be retreating from traditional individual coverage being fully funded; opining her commitment to maintain health benefits for staff. Councilmember Maschka opined that the purpose of Resolution 10348 Health, Dental, Long-Term Disability, and Life Insurance Programs; and Revised City Pay Plan
