<br />City Council Regular Meeting -10/24/05 <br />Minutes - Page 28 <br /> <br />implementing the optional plans was to put the incentive in the <br />right place and allow the consumer to learn the market and be in <br />charge of their healthcare. <br /> <br />Maschka moved, Kough seconded, approval of the 2006 <br />insurance program described in the Requests for Council Action <br />dated October 24,2005 and October 17,2005, and the respective <br />contracts and fund allocations; subject to review and approval by <br />the City Attorney. <br />Roll Call <br />Ayes: Maschka; Kough; Schroeder and Klausing. <br />Nays: Ihlan. <br /> <br />Maschka moved, Klausing seconded, adoption of Resolution No. <br />10348 entitled, "Establishing a New Exempt Compensation Plan <br />and a Non-Exempt Compensation Plan." <br /> <br />Councilmember Ihlan spoke to the linkage issue; and her support <br />of phasing in the compensation plan, if it fit within the 5% levy <br />increase package; and her opposition to linking the two from a <br />policy standpoint. <br /> <br />Further discussion ensued regarding merit pay; budget <br />discussions; phasing of the program; separate issue of the Fire <br />Department and proposed increases between $12 and $16 as <br />proposed by the most recent City Manager Budget Proposal <br />(identified as Option D); and use of the Stanton V data. <br /> <br />Roll Call <br />Ayes: Ihlan; Maschka; Schroeder and Klausing. <br />Nays: Kough. <br /> <br />14. <br /> <br />Consider Authorizing the City Manager to Negotiate a <br />Contract for City Prosecutor and City Attorney Services <br />with Designated Law Firms <br />City Manager Beets reviewed the additional data requested by <br />Council related to retainers and costs; noting that all legal firms <br />had signed a waiver allowing the City Council to discuss the firm <br />by name. <br /> <br />Contract for City <br />Prosecutor and <br />City Attorney <br />Services <br />
