The Council.discussed Eureka Recycling's biweekly, two-stream proposal and its irmovations to increase recycling in Roseville. Vi e further encourage the council to evaluate Eureka Recycling's proposal for weekly, two-stream. collection, which is the most cost effective way to significantly increase the recycling rate' in Roseville. During your discussion at Monday night's council meering, it became clear that the City ofRoseville is interested in accomplishing two goals as it selects a new recycling contract: 1) Secure revenue sharing and reduce the cost of the recycling program 2) Increase the recycling rate in Roseville Vi eekly two-stream collection is the best way to accomplish both important goals. 20% less expensive Vi eekly two-stream collection under Eureka Recycling's proposal is 20% less expensive on an annual basis than your current rate for bi-weekly collection with Vi aste Management. Eureka Recycling's revenue sharing makes our two-stream weekly proposal, by staff's calculations, at least $425,000 less expensive over the life of the contract than Viaste Management's single stream proposal, which does not include' a revenue share. 20% more recycling Vi e have already seen an increase of 20% in the recycling rate by switching to weekly two-stream collection in Saint Paul. Vi e expect to see.conrinued increases as we further educate residents about weekly two-stream collection. M any studies, including our own and the pilot done in Roseville, show that recycling rates increase when people have more room to store recycling. A weekly program is an innovative way to increase recycling: it allows you to double recycling capacity without lowering the quality of the materials collected, which occurs when materials are collected in a single stream program. Furthermore, environmentalists and recycling experts from around the country are concerned with the negative impacts of single stream recycling on the quality of materials.
