<br />City Council Study Session -11/21/05 <br />Minutes - Page 12 <br /> <br />way concerns; and cost implications compared to the received <br />benefit. <br /> <br />Mayor Klausing directed staff to make the CR WD aware of the <br />staff concerns as noted. <br /> <br />Mr. Schwartz advised that, prior to conclusion of the comment <br />period, staff would return to the City Council with a proposed <br />resolution to be forwarded to the CRWD. <br /> <br />Ilecess Ilecess <br />Mayor Klausing recessed the meeting at approximately 8:08 p.m. <br />and reconvened at 8:15 p.m. <br /> <br />6. <br /> <br />Discuss an Interim Moratorium Ordinance and Discuss <br />Directing Staff or a Consultant to Complete a Study <br />regarding Ilesidential Development (PF 3696) <br />Bench Handouts provided during this discussion included an e- <br />mail from John Maas, Director of Administrative Support at <br />Mounds View Public Schools to Mayor Klausing and staff; as <br />well as a sample resolution from the City of Edina provided by <br />Councilmember Ihlan for consideration. <br /> <br />A petition was also provided to the City Council immediately <br />prior to tonight's meeting with fifty-nine (59) signatures, <br />petitioning for a review of the Roseville Planning Commission <br />approval for creation of a 10 lot Single Family Development on <br />Parker Avenue (PF3665). <br /> <br />City Planner Thomas Paschke reviewed the October 24,205 City <br />Council meeting and their action to continue indefinitely the Ron <br />Anderson request to subdivide three parcels of land along parker <br />Avenue and re-plat those parcels into three single-family home <br />sites with a public cul-de-sac street. <br /> <br />Mr. Paschke noted that at that same meeting, staff and the City <br />Attorney were directed to "prepare a moratorium ordinance for <br />Council consideration with respect to Title 11 of the City Code, <br />related to subdivisions, plats, minor subdivisions, platting <br />procedures, preliminary plats and related issues for the purpose <br />of conducting a study reviewing ordinances and policies.
