<br />City Council Study Session - 11/21/05 <br />Minutes - Page 13 <br /> <br />Mr. Paschke advised that, after staff and attorney review of the <br />October 24, 2005 record, they had concluded that there was not <br />sufficient and clear direction or identification of the study topics <br />to create the necessary perimeters for the Council to enact an <br />Interim Ordinance, or formulate a concise outline for particular <br />study. <br /> <br />Staff had prepared, a Request for Council Direction, dated <br />November 21,2005, a list of current policies for general land use <br />for residential properties; HRA Housing Goals; and other <br />pertinent information to assist the City Council in providing <br />more clear direction to staff. Staff provided several options for <br />Council consideration: a) maintain current policy; b) information <br />collection; c) initiate study; or d) enact interim ordinance <br />(moratorium). To further assist the City Council in developing a <br />scope of study, staff had provided a check list of features to <br />include in such a moratorium. <br /> <br />Councilmember Maschka advised that he had reviewed housing <br />policies; and based on his assessment, he opined that a housing <br />study was imperative; and had been agreed upon in his <br />preliminary discussions with Councilmember-elect Tammy Pust <br />and HRA Chair Bill Majerus. Councilmember Maschka further <br />opined that the Planning Commission and HRA were ahead of <br />the Council on their policy-making discussions and decisions; <br />and this provided an opportunity for the HRA, Planning <br />Commission, City Council, as well as the School District to work <br />cooperatively in studying this issue and making <br />recommendations across a broad range of topics, considerations, <br />impacts and solutions. <br /> <br />Councilmember Maschka opined that a moratorium didn't serve <br />the City well to solve an acreage threshold problem and flag lot <br />issue, as well as other comprehensive issues. Councilmember <br />Maschka expressed his concern regarding the Council proposing <br />changes mid-development, or when a specific request was under <br />consideration; opining that you abided by the rules in play at the <br />time of a specific request. <br /> <br />Councilmember Ihlan noted, for the record, that she had <br />
