<br />City Council Study Session -11/21/05 <br />Minutes - Page 9 <br /> <br />Staff proposed fee adjustments for several areas: tobacco <br />licenses; 3.2 Off-Sale liquor licenses; massage therapists; utility <br />service location fees; encroachment agreement fees; right-of- <br />way/easement vacation fees; erosion control inspection permits; <br />public improvement contracts; and building permit-plan review <br />fees; and provided an overview for each proposed fee adjustment <br />as presented. <br /> <br />Councilmember Schroeder requested that in future years, staff <br />prepare a format comparing current year fees with proposed next <br />year fees, similar to that done by the Community Development <br />Department in their fee schedule. <br /> <br />Councilmember Kough sought additional discussion related to a <br />lifetime resident dog and cat license, rather than two-year <br />application cycle. <br /> <br />Councilmember Schroeder opined the need to continue the two- <br />year frequency to keep pet owners accountable for rabies <br />vaccinations. <br /> <br />Council Consensus was that the proposed fee schedule was <br />appropriate as presented. <br /> <br />Mayor Klausing asked staff to prepare additional information for <br />a later date to provide staff s perspective on dog licenses and <br />frequency issues, as well as chip identification implanting as part <br />of the licensing requirement. <br /> <br />Councilmember Ihlan sought clarification on the 3.2 off-sale <br />license fee; and justification for such a substantial increase. <br /> <br />Mr. Miller noted that, while the 3.2 off-sale licenses require the <br />same types of compliance checks as off and on-sale liquor, they <br />hadn't been increased since the late 1980's. <br /> <br />Discussion included internal staff time for the Community <br />Development Department and the department's pursuit of an <br />hourly management software program and applicable multiplier <br />rate. <br />
