REQUEST FOR COUNCIL ACTION <br /> Date: 03/12/12 <br />Item No.: 13.b <br />Department Approval City Manager Approval <br />Item Description: Consider Establishing a Comprehensive Performance Management Program <br />B <br />ACKGROUND <br />1 <br />Over the past several years, the City Council has undertaken a number of new initiatives in an effort to <br />2 <br />improve the effectiveness and sustainability of day-to-day operations and ensure the City’s long-term goals <br />3 <br />are met. These initiatives included a 20-year visioning process, strategic planning, citizen survey, <br />4 <br />performance measurement, and a number of long-term financial and non-financial planning exercises. <br />5 <br />6 <br />These initiatives are consistent with governmental best practices and have widely been categorized by other <br />7 <br />cities into a broader Performance Management Program. The Council is asked to consider establishing a <br />8 <br />formal and comprehensive Performance Management Program like other cities have. By formally <br />9 <br />establishing this Program, the Council will commit to an on-going process and operational cycle that <br />10 <br />ensures that the allocation of resources is aligned with desired outcomes. <br />11 <br />12 <br />Recently, a joint effort of 11 leading state and local public interest associations led to the formation of the <br />13 <br />National Performance Management Advisory Commission. The Commission includes industry-leading <br />14 <br />organizations including the International City/County Management Association (ICMA), Government <br />15 <br />Finance Officers Association (GFOA), National League of Cities, and others. <br />16 <br />17 <br />In 2010, the Commission developed a framework that identifies a number of performance management <br />18 <br />principles and describes how incorporating these principles into governmental processes and decision <br />19 <br />making can lead to systematic improvements, enhanced accountability, and better results. A copy of the <br />20 <br />Commission’s Report is included in Attachment A. <br />21 <br />22 <br />The Report (excluding appendices) is just under 50 pages long, and is somewhat technical. The Council is <br />23 <br />invited to read the full report, but a quasi-executive summary can be found beginning with the Foreword <br />24 <br />and continuing to the page 10. There are also a number of graphical depictions that give a brief snapshot of <br />25 <br />some of the main concepts behind Performance Management. They are included on pages 13 and 21. <br />26 <br />27 <br />Again, it should be noted that the City should not necessarily design its Performance Management Program <br />28 <br />based solely on information contained in this Report.
