REQUEST FOR COUNCIL ACTION <br /> Date: 3/12/2012 <br />Item No.: 7.d <br />Department Approval City Manager Approval <br />Item Description: Award Contract for Engineering Services for an update to the City’s <br />Comprehensive Surface Water Management Plan <br />B <br />ACKGROUND <br />1 <br />The City of Roseville is required by State Statute to have a local water management plan, capital <br />2 <br />improvement program, and official controls as necessary to bring local water management into <br />3 <br />conformance with the watershed district plans. The City’s first Comprehensive Surface Water <br />4 <br />Management Plan (CSWMP) was adopted in 1990 with an update in 2003. The City boundaries <br />5 <br />are within three watersheds; Rice Creek Watershed, Capitol Region Watershed, and Grass Lake <br />6 <br />WMO. All three of these organizations have recently updated their watershed district plans. <br />7 <br />The City is required to prepare amendments to our CSWMP within 2 years of the watersheds <br />8 <br />updating their plans. The schedule we propose will allow us to have an updated plan by the end <br />9 <br />of 2012. <br />10 <br />To accomplish this, staff developed a scope of work for the engineering services needed to <br />11 <br />develop the City’s Third Generation Comprehensive Surface Water Management Plan. The <br />12 <br />request for proposals was developed using the Best Value process to evaluate the individual <br />13 <br />proposals. In February, we solicited proposals from six consultants.
