II. <br />BACKGROUND/SCOPE OF WORK <br />PROJECT NAME: <br />Roseville Comprehensive Surface Water Management Plan Update <br />A.INTRODUCTION <br />The City of Roseville seeks a qualified, knowledgeable and experienced consultant to perform an <br />update to the City’s Comprehensive Surface Water Management Plan (CSWMP) that meets its <br />current vision for managing its current storm and surface water drainage system. <br />B.BACKGROUND <br />The City of Roseville, Minnesota is a northern, first-ring suburb of both St. Paul and <br />Minneapolis with an approximate population of 34,000 as of the 2010 Census. The City is fully <br />developed with areas of sporadic infill development of smaller lots. The City is also <br />experiencing redevelopment in areas such as the Twin Lakes Business Area near I-35W and <br />County Road C. <br />The City’s trunk drainage system is built-out. A number of urban flooding and water quality <br />issues have begun to develop throughout the City. Resources to upgrade existing trunk storm <br />sewer infrastructure are very limited. Hence, the City is taking a two-pronged incremental <br />approach to stormwater management in order to reduce overloading on its existing hydraulic <br />infrastructure and mitigate waterbody impairments by: <br />Introducing small-scalestorm water Best Management Practices (BMPs) into its residential <br />street projects. <br />Establishing engineering standards that include volume control, rate control and pollutant <br />mitigation requirements for development and redevelopment. <br />The basis for the City’s current approach to storm water management is laid out in City Code <br />Title 10, Section 1017.26B(2), which authorizes the City Engineer to review all proposed storm <br />water facilities for conformance to the City’s surface water management plan (SWMP).The City <br />conducted its first CSWMP in 1990, complete with city-wide modeling. The plan was <br />subsequently updated in 2003 and is available for review upon request. <br />The City feels that it is necessary to overhaul the existing CSWMP: To effectively manage its <br />existing stormwater infrastructure while complying with stricter storm water regulations AND <br />providing excellent customer service to its residents and businesses. <br />C.SCOPE OF SERVICES <br />The City of Roseville seeks a qualified consultant to provide the following scope of services <br />summarized in each major category. : <br />1.Coordination with City Staff and Reviewing Agencies <br />Schedule kick-off meeting with city staff to determine priorities, clarify tasks, project <br />schedule and deliverables. <br />Provide for meetings with City staff to strategize the establishment of goals and policies <br />and to identify problems, priorities and impairments. <br />Page 7 <br /> <br />
