<br />City Council Regular Meeting - 11/28/05 <br />Minutes - Page 10 <br /> <br />Mr. Miller noted that ISD No. 916 would take the lead on <br />installation; and work with the state on right-of-way acquisition <br />and permits; with Mr. Miller not foreseeing any potential <br />barriers. <br /> <br />Mayor Klausing, with Councilmember Ihlan's and Kough's <br />consensus, directed staff to proceed with initial discussions for <br />cost-sharing the extension of a City-owned fiber optic cable <br />along Highway 36 from Rice Street to Snelling Avenue with ISD <br />No. 916. <br /> <br />Mr. Miller advised that staff would return to the City Council <br />with a formal agreement for their consideration following <br />discussions and negotiations. <br /> <br />Ilecess Ilecess <br />Mayor Klausing recessed the meeting at approximately 6:50 p.m. <br />and reconvened at 7:03 p.m. <br /> <br />6. <br /> <br />Public Hearing to Certify Delinquent Utility and other <br />Charges; and Adopt a Corresponding Ilesolution <br />Mayor Klausing opened the Public Hearing at 7:03 p.m. <br /> <br />Finance Director Chris Miller reviewed the annual certification <br />to the County Auditor of any unpaid false alarm, water, sewer, <br />and other charges in excess of 90 days past due, for collection on <br />the following year's property taxes. As part of the staff report <br />dated November 28, 2005, a list of current list of delinquent <br />charges was included. Mr. Miller noted that property owners had <br />until December 19, 2005 to make payment or payment <br />arrangements with the City prior to certification. <br /> <br />Mayor Klausing noted that property owners had a right of <br />appeal. <br /> <br />Councilmember Kough questioned when the City shut off <br />utilities. <br /> <br />Mr. Miller advised that, while the City had that authority under <br />certain circumstances, it was staffs and the City's preference not <br />to do so, instead utilizing this mechanism. <br /> <br />Ilesolution 10354 <br />Certify Delinquent <br />Utility and other <br />Charges <br />
