<br />City Council Regular Meeting - 11/28/05 <br />Minutes - Page 17 <br /> <br />license fees augmenting the services. <br /> <br />Ms. Bennett noted that the HRA had looked at the issue of the <br />fee paying for the program, but found it cost-prohibitive; <br />estimating that the implementation would be $200 per unit; and <br />staff and the HRA concurred that this would not be a reasonable <br />request of property owners; and that this was a service that <br />benefited the entire community to cost-share between the rental <br />owner and throughout the community by the HRA levy. <br /> <br />Mayor Klausing noted that the lower fee also was less onerous <br />for property owners; encouraging their voluntary compliance and <br />alerting the City to the rental nature of their property, rather than <br />remaining in non-compliance. <br /> <br />Mayor Klausing opened the Public Hearing at 7:45 p.rn. <br /> <br />Public Comment <br />Brian Larson, owner-occupied duplex (no address provided) <br />Mr. Larson referenced a similar rental licensing program in the <br />City of S1. Paul, and registration of rental dwellings of one or <br />two units, unless one of the units was owner-occupied. Mr. <br />Larson suggested lower fees (i.e., $30 fee with $20 annual <br />renewals); and that owner-occupied units not be inspected. <br /> <br />Mr. Larson concurred with the value for HRA inspection of <br />problem properties; but not for all properties, specifically owner- <br />occupied units. Mr. Larson addressed the tight rental market; the <br />need to provide good upkeep of rental properties to avoid "low <br />end" rental markets; and questioned the need to single out single- <br />family rental properties. Mr. Larson opined an inspection of his <br />personal residence would be onerous. <br /> <br />Karen Albert, owns rental homes in Roseville, and she and <br />her husband John are residents of, Ramsey County <br />Ms. Albert addressed the "Truth in Housing" statements used by <br />some districts when selling and/or transferring property. Ms. <br />Albert noted that their properties were well-maintained, with <br />long-term renters; with problems addressed immediately. Ms. <br />Albert questioned how this proposed Code was beneficial to her <br />if the need arose to evict a renter. Ms. Albert voiced no problem <br />
