Ms. Albert opined that this <br />set up onerous competition for her that was unnecessary; given <br />the current rental housing market. Ms. Albert voiced a lack of <br />confidence that the rental fee would remain at $50, but would <br />increase and perhaps cause her to consider incentives to work <br />with state agencies for housing (i.e., Section 8) to consider <br />renters not contributing to society. <br /> <br />Darrell Skilling, 1937 Rosedale Drive <br />Mr. Skilling's primary concerns were with off-street parking for <br />rental properties and yard maintenance; citing the example of the <br />next door single-family, two-bedroom home currently used as a <br />rental with an additional 3 college students housed in the <br />basement. Mr. Skilling reviewed the problem with outside <br />maintenance, parking congestion, and safety of basement <br />bedrooms. <br /> <br />Cliff Benson, 582 Sexton Avenue W <br />Mr. Benson requested that, when regulations are written, they be <br />strong enough to enforce the things needing enforcement. Mr. <br />Benson cited a home behind his property that faces County Road <br />B-2 that was being used as a rental following the neighbor's <br />demise and transfer to a nursing home; with a 30-year old, <br />dilapidated cedar fence; planking covering a defunct swimming <br />pool with water ponding in the pool, creating a health and safety <br />hazard. <br /> <br />Richard Houck, 1131 Roselawn Avenue <br />Mr. Hauck sought justification for the proposed code, based on <br />staffs listing of violations; and sought documentation of the <br />actual number of violations in 1-4 unit rentals. Mr. Houck <br />opined that this proposal was clearly discriminatory; that all <br />rentals needed to be inspected, or none. Mr. Houck further <br />opined that such a code implementation would adversely impact <br />rents and marketability of smaller rental units; and that owner- <br />occupied units should be excluded. Mr. Houck expressed <br />concern that he had not been advised of any neighborhood <br />meetings where this issue was discussed. Mr. Houck opined that <br />this was one more intrusion of government into small business. <br />
