<br />City Council Regular Meeting - 11/28/05 <br />Minutes - Page 20 <br /> <br />frustration with the square foot occupancy and zoning code lack <br />of compliance. Mr. Bartz opined that single-family homes being <br />used as dormitories; the resulting parking issues in front of his <br />home; and other concerns were not currently being addressed; <br />specifically the square footage requirements. <br /> <br />James Olson, 2930 LaBore Road, Little Canada (rental <br />property owner in Roseville, 3087 Evelyn) <br />Mr. Olson noted that he has owned the single-family rental in <br />Roseville for over 25 years; and it had been occupied since <br />owned. Mr. Olson noted that he was not supportive of the <br />proposed ordinance; and hoped tonight's public comment would <br />cause the Council's reconsideration. Mr. Olson advised that his <br />rental property, along with his communication with neighboring <br />property owners, was very well maintained. Mr. Olson noted <br />that he considered this his retirement property, thus he kept it in <br />good repair; and questioned a single-family, owner-occupied <br />home several doors down toward County Road D, and the lack of <br />repair of the home. Mr. Olson opined that the property had been <br />an eyesore for over 15 years, and questioned why the numerous <br />code violations and continuing police calls were tolerated <br />without resolution. Mr. Olson further opined that this appeared <br />to be discriminatory when rental properties were under such <br />scrutiny; suggesting that all violators be addressed, or else leave <br />rental properties alone and not inspected. <br /> <br />Mayor Klausing noted that the people voicing public comment <br />didn't have problem properties; but questioned how the City <br />could address problem properties, whether rentals or owner- <br />occupied. Mayor Klausing expressed concern by an ordinance <br />applying only to those not in compliance; how to make it <br />equitable; and address the other excellent points brought up <br />tonight. Mayor Klausing opined that the well-maintained <br />properties were not the ones the Council was trying to address; <br />but how to regulate those not in compliance. <br /> <br />Mr. Olson asked that another open meeting be scheduled for <br />additional public comment; after questions have been answered <br />by staff as to the number of rental units; the number, type and <br />unit size of the complaints; along with the frequency of <br />complaints. <br />
