<br />City Council Regular Meeting -11/28/05 <br />Minutes - Page 19 <br /> <br />Mayor Klausing clarified that the meetings were held at the HRA <br />level; had been for the purpose of city-wide discussions related <br />to housing, as well as other issues. <br /> <br />Jim Badzinski, 385 Owasso Blvd. S <br />Mr. Badzinski spoke in opposition to the selectivity of such a <br />rental licensing program; and the additional cost to small rental <br />properties. <br /> <br />Mr. Badzinski addressed owner/agent responsibility related to <br />the conduct by tenants or their guests that would be in violation <br />of state statute or ordinance, as outlined in Section 907.13, <br />Attachment B, of the proposed ordinance, Section 907; and <br />subsequent provisions for violation. Mr. Badzinski noted that he <br />took pride in his rental; but they couldn't be cash flowed; and <br />requested that if the City Council did adopt such an ordinance, <br />that it not be a requirement that the license be on public display, <br />but accessible, opining that it wasn't anyone's business if it was <br />or was not a rental property. <br /> <br />Charles Anderson, 303 S Owasso Blvd. <br />Mr. Anderson concurred with previous comments of those in <br />opposition to a license fee for small rentals. Mr. Anderson noted <br />that he owned two rentals; and it was difficult to rent them at this <br />point; asking for an exemption to properties that were adjacent to <br />or part of the owner's property. Mr. Anderson advised that he <br />was not an absentee landlord; and when renters didn't maintain <br />the property, he evicted them. Mr. Anderson expressed further <br />concern regarding building code compliance, and the age of <br />rental properties, and questioned how the age of a structure and <br />restrictions would be addressed during inspections. Mr. <br />Anderson referred to the recent ordinance adopted by the City of <br />Lakeville, minus fees. Mr. Anderson opined that it was easier <br />for the Council to "pick on" small properties, rather than large <br />complexes; and that it was discriminatory; and that the City <br />should either do all rentals or none. <br /> <br />Ron Bartz, 1499 Claremar <br />Mr. Bartz expressed frustration about the rental property <br />adjoining his, the seven students currently housed there; and his <br />
