Mr. Seaberg opined that the point of the rental
ordinance was to eliminate absentee landlords, where problems
occur. Mr. Seaberg disagreed with the proposed posing of
rentals; and noted the number of people against rentals due to
parking, suggesting that the City enforce their current parking
ordinances.

Mr. Seaberg noted that smaller rentals are used for the owners'
own retirement or for retirement income; that there was no
money in duplex or single-family rentals; that they weren't
rented for income; and opined that the Council, by considering
this ordinance, was using a cannon where they should be using a
B-B gun.

Mr. Seaberg further opined that the City should have an avenue
to determine where rental units were located, that there was no
need for an annual inspection; and that the building owner should
not be required to pay for a tenant's utilities or trash pick up.
Mr. Seaberg noted that his tenants paid their own utilities and
trash bills, that they weren't his responsibility. Mr. Seaberg
concluded by opining that the City appeared to be "picking on" a
small group of people; he found the proposal discriminatory; and
suggested the City enforce existing ordinances and make
maintenance of all properties compliant.

Jane Larson, 1612 Skillman Avenue W
Ms. Larson, identifying herself as the owner-occupant of a
double bungalow, opined that the proposed ordinance didn't
make sense and was discriminatory; with most cities exempting
smaller properties, and having licensing requirements for larger
properties. Ms. Larson further opined that the proposal was
intrusive; and she was vigorously opposed to it. Ms. Larson
discussed the nature and type of rental properties; some elderly
and/or single parent homeowners and their physical and/or
financial inability to adequately maintain their properties.
