<br />City Council Regular Meeting -11/28/05 <br />Minutes - Page 30 <br /> <br />and further opined that there appeared to be no reason for <br />another liquor store and/or license in Roseville. <br /> <br />Mayor Klausing questioned the appropriate role for government <br />in regulating the number of available licenses; and whether there <br />was any rationale for the original ten licenses. <br /> <br />Councilmember Ihlan expressed her appreciation to Mr. and Mrs. <br />Cross for providing the ratio to population synopsis; noting that <br />the average ratio is one license for every 5,000 residents, far in <br />excess of that of Roseville's with one license for every 3,300 <br />residents. Councilmember Ihlan opined that distance restrictions <br />appeared to be a good idea; and protecting and honoring the <br />current small business community was of great weight to her. <br />Councilmember Ihlan further opined that in this instance, unlike <br />that of rental licensing, government was putting undue burdens <br />on small business owners; and the Council needed to be careful <br />and aware of their licensing impacts. Councilmember Ihlan also <br />addressed community values and questioned the number of <br />liquor stores needed in one community. <br /> <br />Mayor Klausing questioned both sides of the issue: why a <br />business owner should be prohibited by government activity <br />from obtaining a license; and recognizing that a small business <br />owner can't compete with larger competitors. <br /> <br />Jane Cross <br />Ms. Cross concluded by addressing government intervention; <br />noting that the industry was heavily regulated and limited in their <br />merchandising in comparison to other small businesses (i.e., <br />coffee shops) and reminded the Council that when they, in good <br />faith, had purchased their business, part of their due diligence <br />and cash flow analysis was that there were only ten licenses <br />available. <br /> <br />Mayor Klausing closed the Public Hearing at 9:45 p.rn.; and <br />thanked everyone for their attendance and comment. <br /> <br />No formal action was taken. <br />
