<br />City Council Regular Meeting - 05/10/04 <br />Minutes - Page 17 <br /> <br />I) Ms. Neilson requested that the developer display side and rear <br />exterior elevations for specific materials proposed; <br />2) Ms. Neilson requested the height on these units compared to <br />existing two-story homes directly behind the units; <br />3) Ms. Neilson publicly expressed appreciation to staff members <br />for their time and consideration in answering her requests for <br />additional information on this project. <br />4) Ms. Neilson expressed concern related to screening oflighting <br />from the proposed development related to existing properties. <br /> <br />Ms. Neilson noted that as a long-term resident of Roseville, prior <br />to a previous major home addition, she had consulted the City's <br />Comprehensive Plan to determine her desire to do a major <br />renovation at her current location. Ms. Neilson opined that, had <br />she known the Compo Plan could be amended to include <br />anything other than single-family homes in the area, she would <br />not have chosen that location for the home addition. Ms. Neilson <br />encouraged the City Council to consider the impact of "spot" <br />rezoning, particularly when the development area is surrounded <br />by single-family homes, and the proposed development is totally <br />out of character with the rest of the neighborhood. Ms. Neilson <br />further opined that 25% of the property is covered by numerous <br />utility easements <br /> <br />Marilyn Sanft, 2500 Fernwood Street <br />Ms. Sanft sought clarification on whether the Williams Pipeline <br />easement affected that property (confirmed affirmative by staff); <br />and opined that a maximum of six units should be allowed on the <br />parcel. Ms. Sanft addressed the current parking issues at the <br />comer of Oakcrest, opining that additional development will <br />create additional parking and traffic issues. <br /> <br />Todd Guerrero, 2474 Hamline Avenue N (outside of 350' <br />notice area) <br />Mr. Guerrero clarified, for the record, that he was not responsible <br />for recent letters alleging inappropriate actions of the City <br />Council. <br /> <br />Mr. Guerrero sought clarification of a procedural issue related to <br />amendments to the City's Comprehensive Plan. <br />
