Consider Comprehensive Land Use Plan Amendment, Preliminary Plat, Rezoning, and General Concept Planned unit Development (PUD) for Meadow View Homes to allow the Redevelopment of 2550 Hamline Avenue N (PF 3546) City Planner Thomas Paschke provided an overview of the project, noting the single-family home originally on the lot and now demolished, access from Oakcrest and letters of opposition and citizen petition previously received and made part of the record. Mr. Paschke advised that this issue had come before the Planning Commission at their March 3, 2004 meeting and had been recommended for approval on a unanimous vote; had originally appeared before the City Council at their March 29, 2004 meeting and had been continued until tonight's meeting. Mr. Paschke noted that the developer, as well as several neighbors was in attendance at tonight's meeting. Mr. Paschke concluded by noting that the Planning Commission and staff recommended support of the proj ect. Greg Stull, Meadow View Homes Designer Mr. Stull presented several elevations of the proposed development for the City Council and public's benefit to clarify the developer's intent for exterior materials and the quality of the development. Councilmember Kough sought clarification of the ownership of the property. Greg Stull clarified that Mr. Jeff Cruz was the property owner and that the original owner was deceased. Councilmember Ihlan sought clarification of calculations of impervious surface area versus green space area from staff. At this time, Mayor Klausing opened the meeting for public comment related to this issue.
