<br />City Council Regular Meeting - 05/10/04 <br />Minutes - Page 19 <br /> <br />enforceable through administrative actions, or civil court <br />procedures. <br /> <br />Bernard Donahue, 1294 Rose Place <br />Mr. Donahue provided a historical perspective in his comments <br />related to this property; noting that the City's Master Plan called <br />for single-family homes in that area. Mr. Donahue opined that <br />the City Council needed to represent long-term residents of the <br />City and needed to use discretion in carefully introducing multi- <br />family homes in single-family areas. <br /> <br />Joe Pallo, 1227 Oakcrest <br />Mr. Pallo reviewed his rationale for moving into this <br />neighborhood and the character that he and his family found <br />appealing. Mr. Pallo opined his lack of support for the project <br />based on additional traffic volumes and difficult turns from <br />Hamline onto Oakcrest A venue; why have zoning ordinances if <br />they're subject to change on a regular basis; questioned the City <br />Council's rationale for amending the zoning for this project; and <br />whether the land can generate sufficient taxes to warrant an <br />additional eight, rather than his suggested four units. <br /> <br />Sadek Youssef, 1319 Willow Circle (facing development <br />parcel) <br />Mr. Youssef raised concerns about drainage onto his property <br />and existing problems experienced from major snow and <br />rainfalls; and sought to clarify that existing natural evergreen <br />barriers would not be removed, as he would be unable to replant <br />due to the easement restrictions. <br /> <br />Greg Stull, Designer, Meadow View Homes <br />Mr. Stull expressed appreciation for the citizen comments heard <br />this evening related to the proposed project, noting that they <br />could then design with the neighborhood concerns in mind. Mr. <br />Stull provided a bench handout showing the rear elevation to <br />address concerns about proposed materials. Mr. Stull further <br />addressed expressed concerns related to density; side and front- <br />load garages; lighting; drainage improvements; height of <br />construction; easements; plantings for screening; and the <br />developer's attempt to transition one-level, low maintenance <br />homes into the area. <br />
