<br />City Council Regular Meeting - 05/10/04 <br />Minutes - Page 20 <br /> <br />Lorraine Machacek, 1323 Oakcrest <br />Ms. Machacek appealed to the City Council to maintain the area <br />as single-family homes. <br /> <br />Mayor Klausing closed the public comment discussion at this <br />time. <br /> <br />Councilmember Ihlan discussed larger policy reasons in creating <br />senior housing versus changing the character of a neighborhood <br />by amending the Zoning and Comprehensive Plans, questioning <br />their intent and reliability for neighbors and/or developers. <br />Councilmember Ihlan expressed concern in considering where to <br />place higher-density housing and impacts to neighborhoods. <br /> <br />Mr. Paschke referred to Section 5.0 of the staff report dated May <br />10, 2004 for consideration of those items analyzed by staff in <br />making their recommendations specific to each proposed project; <br />noting that Planning District 8 as identified in the City's <br />Comprehensive Plan, encompassed a considerably larger area <br />than this specific neighborhood. <br /> <br />Further discussion ensued related to the intent of the Zoning and <br />Comprehensive Plans in providing good long-term balance in <br />development, and the need to be flexible in responding to a <br />changing market. <br /> <br />Mayor Klausing sought further Council comment to determine <br />whether a unanimous decision was feasible; or whether the City <br />Council wished to send a message to the developer and <br />neighborhood that a less dense proposal was preferred for this <br />parcel. <br /> <br />Councilmember Kough expressed appreciation to the developer <br />for their townhome concept, opining that these types of units <br />were needed in Roseville, but questioning whether they were <br />applicable on this parcel. Councilmember Kough opined his lack <br />of support for the project for this parcel, but would like to see it <br />at another location within the City. <br /> <br />Councilmember Schroeder noted that a unanimous vote didn't <br />
