<br />City Council Regular Meeting - 05/10/04 <br />Minutes - Page 23 <br /> <br />on this issue. Mr. Churchward opined his interpretation of City <br />Code and 30' setback measurements related to visual impacts of <br />future construction. <br /> <br />Mayor Klausing attempted to clarify that Mr. Churchward was <br />confusing setback requirements of structures versus property <br />lines; and clarifying that tonight's requested action was a <br />proposal to subdivide a parcel, not build a structure. <br /> <br />Mr. Churchward apologized for any animosity this issue had <br />caused in the neighborhood, but opined that the character of the <br />neighborhood should be preserved. <br /> <br />Carol Stollhaugen, 3096 Ridgewood Road <br />Ms. Stollhaugen noted that this issue had caused animosity in the <br />neighborhood and had been divisive; and requested that a <br />solution be found in everyone's benefit. <br /> <br />Greg Larson, 3077 Asbury <br />Mr. Larson reiterated his comments provided in writing, dated <br />April 28, 2004, opining that the proposal was out of character <br />with the neighborhood and the size of the lots; and appealed to <br />the "common sense" of Councilmembers in opposing this <br />proposal. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn encouraged the City Council to follow the <br />recommendations of the Planning Commission unless very clear <br />and documented reasons were presented, which was not the case. <br />Mr. Kysylyczyn further spoke to the perceived lack of public <br />attendance at the meeting, noting the time and length of tonight's <br />meeting; and concluded by encouraging Mayor Klausing to <br />openly identify Mr. Wall, the applicant's attorney, as a campaign <br />contributor and consider recusing himself from decision making <br />on this issue. <br /> <br />Further discussion ensued related to mailed notification of <br />residents in the area. <br /> <br />Mr. Paschke clarified that this specific request was not heard <br />before the Planning Commission; that a separate issue related to <br />
