Councilmember Ihlan expressed her frustration in the common sense versus administrative nature and judgment required in making this decision. Councilmember Ihlan further expressed her concern in the divisions in the neighborhood due to the request, and sought comment from fellow Councilmembers for their judgment. City Attorney Anderson commented that the frustration expressed by Councilmember Ihlan in her role as a policy-maker could serve as a catalyst in revisions to the City's Zoning Ordinance to allow the City Council more flexibility. City Attorney Anderson noted that most zoning applications will not face unanimous neighborhood support or consensus. Further discussion ensued related to this matter, future construction, and conditioning the request to address setbacks and hardship tests. Mayor Klausing, while noting that he understood that no legal conflict of interest was evident, given the comment and perception that one existed, determined that he would recuse himself. Councilmember Schroeder opined that all conditions, Items 3.8, 3.9 and 3.10 should remain, to send a clear message that setback and/or variance issues should not be brought to the City Council in the future, that a home should be built within those confines. Attorney Dan Wall took issue with Mayor Klausing recusing himself, noting that he had made campaign contributions to numerous municipal candidates over the years, and urged Mayor Klausing to live up his responsibility as Roseville's mayor. Mayor Klausing expressed appreciation to Mr. Wall for his comments, but noted that his comments further illustrated his concerns.
