City Council Regular Meeting - 05/10/04 Minutes - Page 26 Mayor Klausing recused himself, after handing the gavel to Acting Mayor Kough, and left the bench. Schroeder moved, Kough seconded, approval of the request by Vernon Albertson for a two (2) lot minor subdivision of property located at 3103 Asbury Avenue, subject to the findings and conditions listed in Section 3.1 through 3.11 of the Report for Council Action dated May 10, 2004. Acting Mayor Kough noted the difficulty of his decision, but that he would be voting in favor of the motion. Councilmember Ihlan noted her inability to reconcile the creation of a lot that is out of character with the neighborhood due to not having discretion to not approve it; and further noted her desire to pursue changing current City policy, but in the meantime would be voting against the motion in principal. Roll Call Ayes: Kough. Nays: Schroeder, Ihlan. Mayor Klausing returned to the bench and Councilmember Kough returned the gavel to Mayor Klausing. 9. Award Contract to Replace the Roseville Ice Arena Roof Parks and Recreation Director Lonnie Brokke provided an historical perspective on this request. Mr. Brokke noted that five bids had been received for the base project, and the estimated total project cost was $324,217.50 with the City's out-of-pocket expense estimated at $214,748.88; with an anticipated settlement award of $109,000 from the class action suit. Mr. Brokke further noted that staff was recommending bid awards and to proceed as per recommended as outlined in the staff report dated May 10, 2004. Councilmember Kough questioned the need for a constmction manager; with Mr. Brokke explaining that it was a requirement of the class action settlement for reporting purposes and for their expertise.
