City Council Study Session - 04/19/04
Minutes - Page 10

encouraged the City Council to refrain from voting on those who
had worked on or donated to their respective campaigns; or to
publicly disclose that political relationship prior to their voting.
Mr. Kysylyczyn further opined that a written policy would serve
the City Council well, using the recently-appointed Twin Lakes
Advisory Panel as an example.

7.

Twin Lakes Stakeholders Panel Update (PF 3552)
Mr. John Shardlow, facilitator of the Twin Lakes Stakeholder's
Panel, provided an update of recent panel activities. Mr.
Shardlow noted that the panel had visited approximately 17
development/redevelopment sites in four hours recently, to gain
perspective on possibilities, problems and to receive general
exposure to redevelopment in other metropolitan communities.

Mr. Shardlow noted that the Panel's next meeting would provide
the first opportunity to solicit comments and opinions from the
panel, via a mailed worksheet, a copy of which had been
provided to the City Council in their weekly mail. Mr. Shardlow
reviewed the format of the written and verbal responses and
discussion exercise and process to follow the responses. Mr.
Shardlow noted that he would be facilitating the discussion to
ensure that each panel member was heard, and that it didn't
become a debate, simply an opportunity for each member to
express their opinion and rationale for their opinion, along with
their observations of the sites that were visited.

Mr. Shardlow noted that the panel would be ranking various
images, as well as the development team providing images;
further noting this would allow the development team to observe
the panel's expectations and reactions to various sites and
images; and would allow further refinement of the development
and allow the development team to be informed of community
Views.

Discussion among and between Mr. Shardlow, Community
Development Director Dennis Welsh and Councilmembers
included the process and objectives of the process; prioritization
of the responses from the Panel with comments recorded; the
anticipated cluster of ideas and informative dialogue between the
Panel and development team to provide the development team

Twin Lakes
Stakeholders Panel
Update (PF 3552)
