<br />City Council Study Session - 04/19/04 <br />Minutes - Page 12 <br /> <br />earning their Merit Badges. <br /> <br />Mayor Klausing invited the Troop to return to another meeting at <br />their convenience. <br /> <br />8. <br /> <br />Presentation of County Road C Phase II Design (Snelling to <br />Oxford) <br />Ramsey County Engineer Dan Soler was in attendance to update <br />the City Council on Phase II of the County Road C <br />Reconstruction Project. Mr. Soler reviewed the recent public <br />informational meetings held as the County prepared to <br />reintroduce the project to the community and the City Council; <br />and sought direction from the Council following his presentation <br />of the next steps in the process. <br /> <br />Mr. Soler noted that Phase II would address reconstruction from <br />Snelling Avenue east to Oxford Street; and was the next piece of <br />the overall project, following immediately on the portion soon to <br />be underway from Long Lake Road east to Snelling Avenue. <br />Mr. Soler reviewed the goals for the reconstruction project, <br />including replacement of old or installation of new infrastructure <br />(i.e., bituminous, curb and gutter, roadway width, stormwater <br />system updates, and installation of medians and/or turn lanes). <br />Mr. Soler reviewed several major intersections that currently had <br />safety concen1S due to the lack of left and/or right turn lanes and <br />upgrading of signals to facilitate left turn phasing. <br /> <br />Mr. Soler reviewed those elements of Ramsey County <br />improvements that included comprehensive improvement plans <br />of the City as well (i.e., stormwater improvements). Mr. Soler <br />reviewed several areas identified for driveway consolidation to <br />enhance safety and eliminate some railroad crossings; and the <br />inclusion of sidewalks and/or pathways, along with incorporating <br />the City's proposed streetscape program for lighting and <br />landscaping enhancements. <br /> <br />Mr. Soler reviewed impacts of the project in the community, <br />including accident reduction; left tun1 phasing; elimination or <br />reduction of rear-end accidents; "No Parking" restrictions along <br />the entire length of the roadway; potential for Intelligent <br />Transportation System (ITS) applications (video detection to <br /> <br />Presentation of <br />County Road C <br />Phase II Design <br />(Snelling to <br />Oxford) <br />
