<br />City Council Study Session - 04/19/04 <br />Minutes - Page 13 <br /> <br />assist movement); better pavement surface and markings; <br />stormwater improvements; aesthetic improvements; and <br />anticipated installation of a county-owned fiber optic network <br />system for future use. <br /> <br />Councilmember Schroeder further addressed the proposed fiber <br />optic cable installation and discussion ensued regarding possible <br />installation of a supplemental conduit for future government <br />and/or residential use as an economical means to access and <br />enhance conm1unication capabilities. <br /> <br />Further discussion included infrastructure improvements being <br />undertaken by Xcel Energy and Qwest in relocation of some of <br />their services; the locations for designated left and/or right turn <br />lanes; traffic counts in various areas of the proposed project and <br />related safety; and traffic movement issues. <br /> <br />Mr. Soler provided four options for the Council to consider in <br />Phase II of the reconstruction project related to roadway width <br />and prefened lane alignment and development. Mr. Soler <br />reviewed the cunent roadway areas, as well as the options <br />available, and the County's recommendation for the most <br />efficient traffic movement and safety. <br /> <br />Further discussion included Council preference for roadway <br />widening to the north or south; rights-of-way acquisition; <br />railroad track limitations for south-side widening; impacts to <br />property owners; comment provided from business owners and <br />residents at the recent public infon11ation meetings; and projected <br />increased roadway usage. <br /> <br />Mr. Soler advised that Ramsey County was recommending, and <br />was seeking Council concunence and direction, construction of a <br />62' roadway, which would allow for future construction if <br />needed of a five lane roadway, should traffic volumes dictate. <br />Mr. Soler opined that the construction of a 62' roadway, with <br />left tum/medians in the center lane and ten foot shoulders would <br />serve the community well with cunent and projected future <br />traffic volumes. <br /> <br />Further discussion ensued regarding the use of the ten foot <br />
