Dear Mayor Klaus~ng and members of the RoseviHe City Council:

We write to express our support for the establisJ:~ent of an Environmental Commission in the
City of Roseville. It is time for Roseville to join cities such as Chanhassen, Inver Grove Heights,
. .
Oakdale, Woodbury, Lake Elmo, and Golden Valley in forming a citizens' advisory commission
to address environmental questions.

The City is increasingly expected to deal with complex and challenging environmental questions.
T'nese include:
- mandates from the State and Federal governments (e.g.: NPDES stormwater quality
permit)
- requests from citizens and businesses (e. g.: lawn fertilizer ordinance)
- elements of City projects (e.g.: brownfields in major redevelopment projects).
These issues are frequently beyond the scope or expertise of the existing City commissions.

Roseville has many residents with extraordinary skills, knowledge, and experience in
environmental fields. vVe have citizens who work at the University, the State, and technical
companies. Many of these people would be pleased to make their skills and knowledge available
to the City as volunteers. They could do research and provide valuable advice. They could
reduce staff time and lovver the cost ofr.Jring consultants to address many questions. An
Environmental Commission could serve as a valuable focus for these volunteers.

An Environmental Commission would make a significant positive contribution to Roseville. It
would help the City cope with new and complex mandates from other levels of government. It
would be the first stop in the path of requests from citizens a..lld businesses with environmental
concerns. It would work to strengthen City projects by dealing with challenging environmental
and natural resource questions.

We ask that the Council establish an Enviromnental Commission, at a level similar to the
existing citizen advisory commissions, as soon as possible. We have provided our names and
street addresses at the end of this letter. "vVe request that we be informed of the meetings when
the Council will discuss this matter further.

Sincerely,

Jeremy Norton
4 7 5 Owasso Hills Dr.

Judy Rosenblatt
2225 Draper Ave.

Liz Harper
2866 Merrill St.

Joan Flynn
498 Glenwood Ave.

Rich Brasch
3111 County Rd.
