<br />City Council Regular Meeting - 12/05/05 <br />Minutes - Page 18 <br /> <br />to have no impact on their decision-making; and interpretation of <br />City Code and ordinance. Mr. Gordon spoke in opposition to the <br />proposed development, opining that he liked his privacy, and <br />would like a less-intrusive proposal. Mr. Gordon expressed <br />specific concern regarding drainage from the adjoining property <br />and impacts to his property; and repercussions on his plants and <br />trees, specifically potential loss of a large Oak tree on his <br />property. Mr. Gordon asked individual Councilmembers to <br />comment on the proposed development and provide their <br />rationale for approval or denial. <br /> <br />Mayor Klausing defended the role and value of public input and <br />comment in the legislative process, noting considerations <br />required for specific land use issues. <br /> <br />Councilmember Ihlan reiterated her opinion that the City Council <br />had broad powers and discretion in whether or not to consider <br />approval of land use requests. Councilmember Ihlan expressed <br />her personal appreciation of public comment and concerns. <br /> <br />Mr. Paschke addressed staff goals and developer requirements to <br />ensure preservation of neighboring vegetation. <br /> <br />Andrew Stark, 1009 Parker <br />Mr. Stark spoke in opposition to the development; opining that <br />he liked the City and character of the neighborhood; liked the <br />current size of the lots; and didn't want any additional traffic on <br />the street. Mr. Stark urged the City Council to consider housing <br />density, traffic, and safety issues. Mr. Stark further noted that <br />area flooding should be addressed with standardized sump pump <br />system installations. <br /> <br />Jim Saxerud, 1033 W Shryer, property borders back side of <br />proposed development <br />Mr. Saxerud opined his frustration with inconsistencies in recent <br />Council discussion and action related to the proposed <br />moratorium. Mr. Saxerud opined that the proposed homes would <br />not meet the City's desire for "affordable" housing; and <br />proceeded to review his extensive research from past long-range <br />planning by the City (i.e., Comprehensive Plan; Vista Report <br />from 1992; and HRA reports and demographics); and questioned <br />
