<br />City Council Regular Meeting - 12/05/05 <br />Minutes - Page 20 <br /> <br />questions the location of concern, opining that she was unaware <br />of a flooding problem. Ms. Valentine spoke in support of the <br />project; noting that it wasn't prudent to tell people what they <br />could or could not do with their property; and if those same <br />people were on the developer's side of the fence, they would feel <br />differently. Ms. Valentine further opined that a property owner <br />paid taxes, and intrusion of the City on their plans was an <br />invasion of privacy. Ms. Valentine opined that there was still <br />sufficient privacy available to neighbors; and encouraged the <br />neighborhood to "move on," <br /> <br />Mayor Klausing thanked the public for their comments and <br />participation, and closed the public comment portion of the <br />discussion at approximately 8: 15 p.m. <br /> <br />Mayor Klausing asked staff to address drainage and traffic <br />concerns on Parker Avenue; traffic projections with the proposed <br />development; road capacity; and other items of concern <br />expressed during public comment. <br /> <br />Mr. Paschke and Public Works Director Duane Schwartz <br />addressed concerns, noting that Parker Avenue was designated as <br />a Minnesota State Aid (MSA) reliever street between Victoria <br />Street and Lexington Avenue and designed to accommodate <br />heavier traffic, and was not considered a true local street; <br />addressed concerns of speeding and increased traffic from church <br />activities as a function of Police Department patrol and <br />enforcement; and noted that the City's Engineering Department <br />would need to approve and sign off on any stollTIWater <br />management and drainage plan, in accordance with City Code. <br /> <br />Mr. Schwartz noted that comments from the engineering staff <br />and preliminary comments from the Capitol Watershed District <br />and suggested revisions had already been sent back to the <br />developer for further refinement. Mr. Schwartz confirn1ed that <br />future runoff could not exceed existing runoff; and that <br />requirements would need to be met. <br /> <br />Ihlan moved that the City Council recommended changes of <br />revisions on the preliminary plat to address health, safety an <br />general welfare concerns; revisions to address traffic safety <br />
