Consider Council Approval of the Mayor's Appointment to the HRA (Housing and Redevelopment Authority) Mayor Klausing noted recent interviews with three candidates for the HRA appointment and the excellent qualifications of each candidate. Mayor Klausing recommended appointment of Ms. Susan Elkins, recognizing her financial expertise and ability to represent private homeowners in a market not presently represented on the HRA board. Klausing moved, Maschka seconded, adoption of Resolution No. 10359 entitled, "Resolution Approving Mayor's Appointment of Susan Elkins, to the Housing and Redevelopment Authority, in and for the City of Roseville, to fill a 5 Year Term." Roll Call Ayes: Kough; Maschka; Ihlan; Schroeder and Klausing. Nays: None. 11. Consider Proposed Eminent Domain Policies and Ordinance Councilmember Ihlan presented a proposed ordinance restricting the use of Eminent Domain, for Council consideration. Councilmember Ihlan noted that she was proposing the ordinance at this time as it appeared that the Council majority was likely to move forward in the near future on voting on Eminent Domain for the Twin Lakes project; and her determination to have a policy in place prior to that action. Ihlan moved, Kough seconded, enactment of an Eminent Domain Ordinance, based on the following provisions: I) Eminent Domain shall not be used to take property for private commercial, retail, business or industrial development or redevelopment. 2) Private property acquired through Eminent Domain shall not be dedicated, sold, leased in substantial part, or otherwise transferred to a private person, partnership, corporation or any other entity for a period of ten years following the acquisition of property by the City, except Resolution 10359 Appointment to the HRA Proposed Eminent Domain Policies and Ordinances
