<br />v. Create viable environments which will facilitate and <br />enable the construction, upgrading and maintaining of housing stock, maintaining <br />housing health and safety quality standards, and maintaining and strengthening <br />individual neighborhoods. <br /> <br />w. Stimulate private activity and investment to stabilize, <br />enhance and balance the City's housing supply. <br /> <br />x. Eliminate code violations, remediate environmental <br />contamination and eliminate nuisance and other negative conditions that adversely <br />affect neighborhoods or are obstacles to the objectives of the Program. <br /> <br />y. Remove substandard structures. <br /> <br />2. Revitalization Proiect Proposals and Public Facilities. <br />Revitalization within the Project Area must be financially feasible, marketable and <br />compatible with longer range City development plans. The following activities <br />represent the development activities that may occur within the Project Area. <br /> <br />a. clearance and redevelopment <br />b. rehabilitation of remaining buildings <br />c. relocation of buildings and inhabitants of buildings <br />d. vacation of rights-of-way <br />e. dedication of new rights-of-way and pedestrian walkways <br />f. construction and expansion of commercial and industrial <br />buildings <br />g. land acquisition <br />h. soil improvement and site preparation <br />i. installation or replacement of public improvements <br />j. environmental cleanup <br />k. water retention measures including ponds, infiltration <br />systems and rain gardens <br /> <br />3. Open Space to be Created. Open space may be created for the <br />purpose of enhancing housing developments through the development of open <br />space and pedestrian walkways, the installation of special landscaping on <br />residential and public properties, and the creation of recreational facilities, including <br />parks and walkways, to improve the quality of life, transportation and physical <br />facilities. <br /> <br />4.
