<br />"School District" means Independent School District No. 621 or Independent <br />School District No. 623. <br /> <br />"State" means the State of Minnesota. <br /> <br />"Tax Increment Act" means the statutory provisions of Minnesota Statutes, <br />sections 469.174 to 469.1799, inclusive, as amended and supplemented from time <br />to time. <br /> <br />"Tax Increment Bonds" means the general obligation or revenue tax <br />increment bonds issued and to be issued by the City to finance the public costs <br />associated with the Project Area as stated in the Program and in the Tax Increment <br />Plans for each of the Tax Increment Districts within the Project Area. The term "Tax <br />Increment Bonds" shall also include any obligations issued to refund the Tax <br />Increment Bonds. <br /> <br />"Tax Increment District" means any tax increment financing district presently <br />established or to be established in the future within the Project Area. <br /> <br />"Tax Increment Plan" means the respective Tax Increment Financing Plan for <br />each Tax Increment District located within the Project Area. <br /> <br />A. Statement and Finding of Public Purpose. The Council of the City has <br />determined that there was, and hereby reaffirms that there continues to be, a need <br />for the City to take certain actions designed to encourage and facilitate the private <br />sector to (1) recreate and reinforce a sense of residential place and security to <br />create neighborhood cohesiveness through investment in neighborhood <br />infrastructure and public improvements; (2) rehabilitate the existing housing stock <br />and preserve existing residential neighborhoods wherever possible; (3) revitalize <br />property to create a safe, attractive, comfortable, convenient and efficient area for <br />residential use; (4) develop and redevelop underutilized, blighted, contaminated and <br />unused land located within its corp'orate limits; (5) improve the tax base of the City, <br />the County and the School District, thereby enabling them to better utilize existing <br />public facilities and provide needed public services; (6) improve the general <br />economy of the City, the County and the State; and, (7) provide additional <br />employment opportunities for residents of the City and the surrounding area. <br />Specifically, the City has determined and reaffirms that there is property within the <br />City that is unused due to a variety of factors, including fragmented ownership, <br />contamination or blighted improvements, which have resulted in a lack of private <br />investment. Further, it was found and is reaffirmed that there are certain <br />underutilized parcels of property within the City which are potentially more useful, <br /> <br />1-3 <br />
