<br />"City" means the City of Roseville, Minnesota, a municipal corporation and <br />political subdivision of the State of Minnesota. <br /> <br />"Comprehensive Plan" means the City's comprehensive plan which contains <br />the objectives, policies, standards and programs to guide public and private land <br />use, development, redevelopment and preservation for all lands and water within <br />the City. <br /> <br />"Council" means the City Council of the City. <br /> <br />"County" means the County of Ramsey, Minnesota. <br /> <br />"Development District Act" or "City Development Districts Act" or "Act" means <br />the statutory provisions of Minnesota Statutes, Sections 469.124 to 469.134, <br />inclusive, as amended and supplemented from time to time. <br /> <br />"Development District No.1" or "Development District" means the geographic <br />area that was designated and created on October 13, 1982 pursuant to the <br />Development District Act. <br /> <br />"Development Program" means the Development Program adopted on <br />October 13, 1982 including all amendments and modifications adopted through <br />December 8, 2003. <br /> <br />"Land Use Requlations" means all federal, state and local laws, rules, <br />regulations, ordinances and plans relating to or governing the use or development of <br />land in the County, including but not limited to environmental, zoning and building <br />code laws and regulations. <br /> <br />"Port Authority Act" means the statutory provisions of Minnesota Statutes, <br />Sections 469.48 to 469.068, inclusive, as amended and supplemented from time to <br />time. <br /> <br />"Program" means the Restated Development Program for the Project Area. <br /> <br />"Proiect Area" means the real property located within the geographic <br />boundaries of Development District No.1. <br /> <br />"Restated Development Program" means this Program, which incorporates <br />the Development Program as previously modified and as restated herein, for the <br />Project Area and as it shall be modified or restated, from time to time hereafter, as <br />defined in Minnesota Statutes, Section 469.125, subdivision 3. <br /> <br />1-2 <br />
