<br />City Council Regular Meeting - 12/19/05 <br />DRAFT Minutes - Page 11 <br /> <br />Mayor Klausing expressed his disappointment in the <br />process being used by Councilmember Kough, when the <br />City Council had compromised on a five percent levy <br />increase at their last meeting; and were now being asked to <br />consider additional reductions. <br /> <br />Roll Call <br />Ayes: Kough and Schroeder. <br />Nays: Maschka; Ihlan and Klausing. <br />Motion failed. <br /> <br />3) Kough moved, Schroeder seconded, eliminating <br />funding for the International Performance <br />Measurement System ($10,000). <br /> <br />Councilmember Maschka spoke in opposition to the <br />motion, opining that use of this tool was long overdue, and <br />was critical for measuring the effectiveness of services and <br />programs. <br /> <br />Councilmember Ihlan spoke in support of the motion, <br />opining that the residents are good evaluators of our <br />outcomes and performance. <br /> <br />Discussion included the budget process to-date and <br />additional revisions at tonight's meeting. <br /> <br />Roll Call <br />Ayes: Kough; Ihlan and Schroeder. <br />Nays: Maschka and Klausing. <br /> <br />4) Kough moved, Schroeder seconded, removal of the <br />City's membership in the Suburban Rate Authority <br />($3,500). <br /> <br />Councilmember Kough opined that this was a group whose <br />purpose was for lobbying for utility rates, and that they <br />were aggressive enough without the City's involvement. <br /> <br />Councilmember Ihlan requested City Manager Beets' <br />
