<br />City Council Regular Meeting - 12/19/05 <br />DRAFT Minutes - Page 12 <br /> <br />analysis of the need for the membership. <br /> <br />City Manager Beets advised that 55 metropolitan <br />communities were part of the membership to retain a <br />municipal point of view before the Public Utilities <br />Commission (PUC); and the lobbying efforts were of great <br />interest to municipalities as it related to policies and <br />procedures governing utilities in terms of relocating <br />utilities in right-of-way with street projects. <br /> <br />Councilmember Maschka opined that this was a way to <br />save money for residents. <br /> <br />Mayor Klausing spoke in opposition to the motion. <br /> <br />Mr. Miller noted that there was a notification clause that <br />should have been provided to the Suburban Rate Authority <br />mid-summer of 2005 if membership was not being <br />considered for 2006; and expressed concern that staff had <br />not been advised of City Council intent to provide such <br />notice before tonight's meeting. <br /> <br />Councilmember Schroeder advised that he had included <br />this item in his line item presentation earlier this year. <br /> <br />Mr. Miller noted that staff was working from the council- <br />majority adopted preliminary budget actions. <br /> <br />Roll Call <br />Ayes: Kough and Schroeder. <br />Nays: Maschka; Ihlan and Klausing. <br />Motion failed. <br /> <br />5) Kough moved, Schroeder seconded, reducing <br />administration department conference fees to reflect <br />the actual in previous years ($3,000); and to reduce <br />administration department training to reflect actual <br />costs in previous years ($5,500). <br /> <br />City Manager Beets' questioned if, as cost saving efforts in <br />
