<br />City Council Regular Meeting - 12/19/05 <br />DRAFT Minutes - Page 15 <br /> <br />Budget Control Motion <br />Kough moved, Schroeder seconded, Council control of the <br />2006 budget at the line item level, rather than at the fund <br />level as has been the case in previous budgets. <br /> <br />Mayor Klausing suggested this be a future policy <br />discussion. <br /> <br />Councilmember Maschka expressed concern that the <br />Council was becoming too involved in the day-to-day <br />operations of the City. <br /> <br />Councilmember Kough opined that the City Council, as a <br />courtesy from staff, should be consulted prior to funds <br />being shifted within a department. <br /> <br />Mayor Klausing sought a threshold from Councilmember <br />Kough as part of his proposed motion. <br /> <br />Finance Director Miller advised that, under State Statute, <br />the only budget the City Council is legally required to <br />adopt is the General Fund; and that other budgets are <br />included for informational purposes. Mr. Miller noted that <br />the proposed department line item budgets are based on <br />"best guess" scenarios. Mr. Miller advised that, while staff <br />tries to provide an accurate allocation of resources, over an <br />18 month period, some adjustments are required and <br />remained within the total fund budget, based on changing <br />priorities and needs. Mr. Miller noted that, in those <br />situations, staff has not traditionally come back to the City <br />Council for permission to reallocate funds. <br /> <br />Discussion included current staff practice; unforeseen <br />emergencies and situations; City Council approval methods <br />and Open Meeting Law considerations; types of fiscal <br />controls; Consulting Fees encountered during the Twin <br />Lakes Redevelopment project; and day-to-day operations <br />of the City versus Council authority and involvement. <br /> <br />Councilmember Ihlan, with reluctance, spoke in opposition <br />to the motion at this time; but suggested it be included as <br />
